PAS is making significant headway at Moss Nook in St Helens, where work is progressing rapidly on a 295-home affordable housing scheme being delivered for Torus in partnership with Watkin Jones Group.

Appointed as civil engineering partner, PAS began work on site as Principal Contractor back February 2025 and we are delivering a full package of infrastructure, including roads, sewers, and groundworks.

The development forms Phase 3 of a wider 900-home masterplan, which is transforming a major brownfield site between Sutton, Parr, and Bold into a vibrant new community.

The project is backed by £2m from the Liverpool City Region Combined Authority and £19.4m in grant funding from Homes England, supporting homes across a variety of tenures including social rent, affordable rent, rent to buy, and shared ownership.

The Moss Nook scheme adds to a growing list of strategic appointments for PAS, including its recent selection as civil engineering partner for Peel Hall Garden Village—a major long-term development in Warrington that will deliver thousands of new homes.

Building on a strong 2024—which saw PAS break ground on four key projects in Coppull, Wrexham, Thornton, and Barton—2025 is already proving to be a landmark year for the Warrington-based firm.
